Quick Answer

What does HED Punjab do, and how do I apply to a public college?
The Higher Education Department (HED) Punjab runs Punjab’s public colleges. Apply through the Online College Admissions System (OCAS), built by PITB with the department. From 2027, manual college admissions are to end and the whole process moves online, according to ARY (August 2026). [verify] The department’s website is hed.punjab.gov.pk.

HED Punjab: Online College Admissions (OCAS), Services and Contacts

Not the official HED Punjab website. We’re an independent guide. Use only the department’s official website and OCAS, and never pay agents for admission.

What Is OCAS?

OCAS lets students apply to participating public colleges online without making multiple applications on paper. Pakistan Observer reports:

  • More than 160,000 students applied for intermediate admission to about 800 public colleges through OCAS in one year, and almost two-thirds were female. [verify the year.]
  • OCAS also covers Bachelor’s and Associate Degree applications at government colleges.
  • It started in 2016, when HED directed colleges to offer admissions through OCAS, and Tribune said it had processed almost a million applications over a few years. [older figures.]

What’s Changing in 2027?

ARY (16 August 2026) reports that the Punjab Education Department decided to eliminate manual college admissions across the province from 2027, shifting everything online to reduce paperwork and improve efficiency. [verify the details and any exceptions.]

How Do I Apply? (Outline)

  1. Check the admission schedule on hed.punjab.gov.pk or the OCAS portal. [verify the link.]
  2. Register on the portal.
  3. Choose your programme and preferred colleges.
  4. Upload documents and pay the fee shown. [Add exact documents and fees after verifying.]
  5. Check merit lists. PHEC has published merit lists of public-college admissions on its website. [verify.]
